Upper management does not support the on-site management sufficiently in order for real changes to happen. Instead, there is a revolving door of Section 42 housing occupants who cause problems, and whose children cause problems. From people throwing things off the roof, to stealing the TV from the common area, to gang sign vandalism, to breaking work out equipment and entertainment equipment, to just leaving trash anywhere they feel like it (and disgusting drag/drip marks from their garbage bags down the halls and in the elevator, which often breaks). The property reps don't last very long, because the good ones get burned out and want to leave while the bad ones do such a terrible job that they are forced out--it usually alternates between a good and then bad one. On top of that, they cannot seem to find a property rep lately who understands the basics of English grammar or spelling (written communications from them are appalling).

Add in the safety concerns due to in-building neighbors, prank fire alarms, expensive yet still unsafe parking, and their penchant for wanting to raise your rent every chance they get, and it is an undesirable place to live.

They have a great location with the revitalization of downtown and the harbor occurring around them, yet the building's management is making it one of the worst places to live in the area. Definitely not worth the money. If you do go there, don't bother talking with anyone but Minnie--she's been there the longest and she will deal with you honestly.

Wholeheartedly agree. Management with exception of Minnie has no clue and you are given one excuse after the other always blaming things of previous manager. "This is first I heard of it. I'm trying to clean things up around here and get rid of the problems"....blah blah blah...All excuses I've heard since basically I moved in. As above has mentioned and I stated before this building with it's location has such potential. But lack of upkeep, repairs, poor communication, tenants...I will not categorize and say all or only Section 42 as some of us a truly hard working single parents. Their apartment is immaculate clean, their child is VERY well behaved and they truly are good and considerate neighbors. Where as I know some that AREN'T Section 42 that are awful! Partying all hours of night, letting 'shady' people into building, them and their friends loitering. Put it this way, If I had to pay market rent I'd look elsewhere. I know it sounds mean but...I kinda wish they would screen the Section 42 people better as well. I mean like said their are some of us who are hard working divorced parents, or even some students who qualify. But the ones who don't work, cram 5 kids into a 2 bedroom apartment and THEN have government pay the remainder of rent. Well that's just BS and they are ruining what could/should be a good program to help/assist those of us helping ourselves. Sorry for the rant but....I just feel if they (Belle Harboring leasing) were a little stricter with their leasing guidelines some if not most problems would be eliminated.
