I lived here for a little over a year. During that year a new manager (Nancy) took over. She is very nice but not productive at all! The buildings were always dirty, trash all over the sidewalks, dumpsters over flowing with garbage and beds! Kids were everywhere and seemed to never be watched. There is not enough parking for 2 adults in each apartment which is a huge downfall in Winter time. Oh and people would have to park in the field next to the apartments and there was 3 guest parking stalls for the whole community. It seemed that every time I called I never got a call back. Or when I would show up during office hours no one was there. I finally decided I had a enough and moved out. At that time the management company switched over. I took over 2 1/2 months to get my deposit back. I called and called and called. It took many times to finally be able to talk to someone and I was always walking in circles with them. They were always full of excuses! So take it from me... If you want to live in a dump this is the perfect place. If not then DO NOT LIVE HERE!

Many of the things you stated are not easy to fix by just one person (aka the manager) and it seems it is more a combination of the residents and the apartments as a whole community that is the problem. First off, people need to clean up after themselves. How hard is it to throw away your trash. Second of all, Nancy cannot control the children running about if the parents are not doing their job and watching their own offspring! The parking issue has a lot to do with people's guests parking where they are not suppose to. There are rules in place - the majority of the tenants just do not seem to care to follow them. I have had nothing but positive interations with the current management of the Red Cedar Estates and community of people are all generally nice, friendly folks.
