I read the other reviews left for Estabrook, and I am compelled to write a more objective account. Estabrook offers probably the ONLY affordable housing in Shorewood. I have not had a bug problem (I clean up after myself, maybe that's the ticket). Our utility bills have been very reasonable, too; however, utility bills are completely the tenant's responsbility, so a few energy efficient measures go a long way here. Parking is a steal; the management is flexible and friendly. Perhaps because I know my rights as a tenant, I am not concerned about being scammed. Landlords are not usually lawyers, and they do not know the law very well. It is incumbent on anyone signing any kind of contract, especially one for a residential lease, to be aware of their rights and responsibilities. Tenants who think a landlord is going to do everything by the letter of the law in order to make the tenant's life easier are naive hillbillies. Welcome to Wisconsin.
