I lived at the District from the time it opened until May of 2006. I also had the pleasure of dealing with the office staff and maintenance staff on many occasions. Problems started from the get go, their move in procedure was very screwed up and they had to stagger building move in times because the apartments were not finished on time. They rushed to get the complex ready and it really showed. When we moved in, half of the stair railings weren't even installed yet.
When we moved in there were problems with the plumbing and many of the light swithces were not wired correctly. We put work orders in with the office but the problems were taken care of very slowly.
One thing that was a constant hassle was attempting to get anything from the people who worked in the office. The leasing consultants were as helpful as they could be, but there was only so much they could do for you. The assistant manager would try to help you, but if it was something out of her control or something the actual property manager had to address, good luck. The property manager was never available, anytime you came in the office her door was locked and she was on the phone or appeared to be too busy to help you out. You could leave 3 or 4 messages for her a day and would never get a return call. The only way to ever really get in to see her was to threaten legal action against the property.
The leasing manager was pretty helpful. He always tried to help me out when I had issues, but again most of the things were out of his control and had to be approved from the property manager. I could tell that he and the assistant manager were always frustrated because they would do as much as they could for myself and other residents yet couldn't do their job effectively because much like us, it appeared they had as much of a problem getting anything done by the Property Manager.
As for other issues, half of the amenities that were promised weren't finished on time. When we toured before signing the lease they promised the hot tub, volleyball and basketball courts would be done by move in, yet when we moved in, no such courts existed. The hottub was broken or turned off at least 3/4 of the time I lived there. It took forever to get the computer lab up and running because they were waiting on the proper door to allow us 24 hour access. The basketball court and volleyball court were done just in time for ski season, so it was too cold to even use them. Landscaping was never done on the property and you got to stare at giant lumps of dirt everywhere.
Parking got to be a big issue later on in the year. At first it was cool and you could park pretty much anywhere you wanted to. Later in the year they started to tow randomly, even if you had a parking pass in your window. They originally said if you came home and someone without a pass was parked around your building they could be towed if you didn't have a space, but they started towing people WITH parking passes and leaving the cars with no pass there. Half the time in the winter the lot wasn't salted or plowed and it was a nightmare trying to get down the hills.
Maintenance took forever to get done, even simple little things. We had a hole in our drywall for 3 months because they kept doing work orders and then the contractor they were using never showed up or some other excuse that they gave us about 5 times. The electronic door keys they used constantly ran out of power or were corrupted somehow so the key wouldn't be read by the door.
The worst thing was with the renewal leases at the end of the year. Despite all the issues we had we were going to renew because we liked having the utilities paid for and we figured we would give The District a 2nd chance because of the first year. When we went back in to sign our renewal we found out that our apartment had been leased. We asked them how and they said they had sent notices out that you had to renew by a certain time period. The problem was in our leases it said we had 180 days before our lease ran out to renew, but the notices they sent out required us to sign before that date. We couldn't understand how we had signed a legal document entitling us to a certain time to renew and then The District turns around and says we have to sign before that time. We could have argued it legally for sure but we were so fed up by that time we decided to go over to Sterling Ridge and sign there.
There were some ok things about the District. The fitness center was nice and they had the free tanning beds. The cafe was also pretty cool, the food and drinks were good and the cafe staff was friendly, but towards the end of the year they cut the hours down so they weren't open so late.
Overall our experience with the District was a huge let down. When we took our initial tour and signed our lease we were very excited because it looked like it was going to be a very nice place with lots of great amenities that other places in town couldn't compare to. I guess when you use a cheap construction company that employs illegal immigrants and your office staff could care less about the residents it makes the place miserable.
