It's gone downhill

I have lived in these apartments for 9 years. The property was recently bought by AMC based out of Denver (I think). Since then everything has gone downhill. Maintance may or may not come, and have never left notice of entering the unit (under the old property manager they did). I almost called 911 one night when I came home and all the windows and blinds in the unit were open, until I called the maintance man and he told me he was in there. I also called the emergency line once and was told that the maintance phone was in Ft. Collins and they may not be able to get anyone to restart the pilot light that gave me heat in my apartment when it was 20 below 0 outside. The lease states that residents must abide by Colorado law, even though it is in Wyoming. It also says that I am to pay $0 in pet rent, and when I went in to resign, was told that I was going to have to pay $40 for pet rent. I fought it and was able to continue paying $0. They also require residents to pay water/suer/trash/gas. The water is on top of the $1.50 to wash, $1.50 to dry laundry. The gas is to heat the "common areas" (Laundry room and hallways) which was about $30 a month. (more than to heat my apt) The rent has gone up and is now $815. The new staff is horrible! It is like pulling teeth to get them to call back about anything! I was recently transfered with my job and have to pay $2250 to break my lease. (Because I don't pay "market rent" since I have lived there so long.)
