I've lived in a one-bedroom apartment here for almost 2 years now, and I'm planning to renew the lease for at least another year. The rent, location, and staff fit my needs very well.
Is the complex perfect? No, absolutely not. But you know, I've lived in a lot of different apartments, and none of them are perfect. I think that for the price and the location, the trade-offs for this complex are worth the drawbacks.
The Good: Low price, good parking, great location, and responsive staff. Other people have noted problems with office staff, but I haven't had any at all. My experience with the maintenance staff has been generally positive, but sometimes they'll close a ticket without providing feedback. They get the work done, though. Also, the fitness center is very good. Currently, food trucks come about 3 or days of the week, and that's great!
The Bad: The buildings are definitely old and have problems. Roaches are an issue. Yearly extermination service is provided. I think there is weekly exterior spraying done, but I'm not positive. Still, with these old buildings, there are always infestations. I have to kill roaches 4-5 days a week. I haven't had any problems with structural issues. If the foundation and walls are rotting, it hasn't caused any significant problems for me. There is some noise from the neighboring high school, but it is definitely not nightly. They just have loud football games on Fridays during sports season.
Bottom line: Low price, but this causes tradeoffs. I recommend this place for apartment hunters on a budget who like the area and don't mind the inconveniences of old buildings. That's what I was, and I've been happy here.
