I'm going to make this review extend over the time I stay here, rather than just post once when I feel like complaining, in order to give a more accurate representation. I've only been here about six months, so keep that in mind. Culture: Moderate noise. You can hear the people upstairs playing their music, talking, stomping around. About average for a middle-tier apartment complex. Haven't complained because my neighbors generally settle down after a while. Haven't heard much from the folks on either side. There's a lot of disintegration ("diversity") here, but people have been generally nice. Crime: Haven't witnessed any yet, although the surrounding area is somewhat ratty, with shacks across the street, and Herndon is littered with welfare-stealing, public services-bankrupting illegal aliens and their progeny (who tend have much higher rates of criminality than the general public). Herndon apparently has a "don't ask, don't tell" policy when it comes to foreign invaders. That may change when the illegals start to form violent race gangs, as they have around the country. Grounds: Sidewalks and parking lots kept reasonably clean/free of snow. The renters seem to pile up their trash outside of the compactor instead of putting it inside, which gets pretty nasty. The grounds crew needs to also do a better job of cleaning the trash up in yards. Space/rent: More space for the money than other middle-tier communities in the area. Might be due to being next door to noisy Dulles Airport. Rent still seems inflated, IMHO. I suspect when the market corrects over the next year or two, people won't be able to pay $1400/month for 1,000 sq ft (not including utilities). The community claims rents are tied to "market rates," but it's not clear whether the system the community is plugged into is *descriptive* of the market, or *prescriptive* of the market. If it's descriptive, then you can't really blame them for charging what everyone else is charging. If it's prescriptive -- basically a way for apartment complexes to cooperatively raise rates through the pretense of regulation -- then it should be investigated. I suspect it is the latter. Most of the apartments in the area have lots of empty units (they claim "95% full" when half their units are visibly empty), which would naturally drive prices down, but there seems to be some sort of arrangement where they all pretend to be full and use this regulatory system which favors the apartment managers over the tenants. Customer service: Very slow to respond to phone calls/emails in my opinion, but once I've had them on the line, they have been polite and helpful. Most of the folks I've spoken to have poor English communication skills. Maintenance: Maintenance has been adequate in my experience. The maintenance staff seems to be comprised of a ragtag handful of illegal aliens with no English competency or job training, but they have been friendly and perform simple tasks with average accuracy. Materials/workmanship: The "double crown molding" is done with a paint trick, and the cabinets are covered with a cheap vinyl veneer that hangs off at the edges. The fixtures are all the cheap brass crap you'd expect from middle-rent apartments. The kitchen sinks have an awkward disposal/sink split that makes it difficult to scrape food off plates before putting them into the economy dishwasher. My carpet was supposedly new, but is actually worn and had stains. HVAC: Economy unit that is occasionally noisy. Cheap analog thermostat instead of the programmable digital ones in better apartments. Heat/AC have been adequate. Patios/porches: Undersized and unappealing, with views of the surrounding bland apartment buildings. No real trees/grass to enjoy, just lots of identical, puke-yellow buildings in every direction. There's no middle ground in the recommendations section of the questionnaire, so I'm going to give a qualified yes.
