On 6/29/12 I went to Staples Mill Town Homes and applied for a 1 bedroom town home based on the agent, --------------, stating that the rent on the unit was $630/mo and a monthly utility charge of $87/mo. The $87 was to include basic cable, trash, sewer and gas. This is the price and accompaniments I was quoted and that's what I agreed to rent. I paid a $10 application fee and a $25 reservation fee on 6/29/12. I was approved and received the attached letter entitled new apt. The total due from me to the apartment complex was $150 security deposit and $284.52 for August rent, and $39.29 pro rated utilities for August 2012. On 8/16/12, I went and paid the rent and pro rated utilities for August with a money order in the amount of $473.81, and signed the reservation letter. The agent I spoke with at that time was ------------, who took the money order and told me that she would send the lease for me to sign electronically. I received an email later that day from a different agent, --------------, with the lease attached for my signature (document entitled. In reviewing the lease I noticed that the utilities of cable trash, sewer and gas were listed as the resident's responsibility and no longer being paid by the apartment complex. I responded to Ms. ----- and informed her that when I agreed to rent the unit, the price I was quoted included the basic cable, sewer, trash and gas utilities. I asked for clarification before I signed. She responded to me stating "The welcome letter that he sent you is incorrect because our utilities have changed. The correct one is attached". I called the apartment complex and left a message and my call was returned on 8/17/12. ------------, the apartment manager, informed me via phone that even though the agent on 6/29/12, --------------, told me and put in writing that the utilities were included, there was nothing she could do as she could not honor that price as their policy had changed. She stated that their policy had changed last year (2011). I explained to her that I was never informed of this change, and that what I was promised in writing was what I wanted to pay as gas for heat in the winter in Richmond could well exceed $87/mo, as well as the price of basic cable. She told me there was nothing she could do. I called the management company of Staples Mill Town Homes, PRG Management on 8/17/12 and spoke to ---------- who stated that ultimately as their policy had changed, there was nothing he could do as well except refund my $473.81 August rent fees, and my $25 reservation fee. I went and picked up my money order and signed to have them issue me a $25 refund check for the reservation fee. I inquired about my $10 application fee, stating that I wouldn't have applied if I wasn't promised the above prices, she again told me that their wasn't anything she could do about that either. So now I have to find a new apartment and move in a much shorter time frame than i had originally anticipated. I feel the whole practice is unfair, as I was promised verbally and in writing something and then 2 days before my lease was to begin, that offer mysteriously disappeared and something new was replacing it. While I am thankful I got most of my money back, I feel that people need to be informed about these bait and switch practices, and be aware of what they sign. I also feel that management companies should honor the prices, deals, and specials they present to potential renters and not try to change them at the last minute.
