I am a current resident of Chapel Ridge of Springdale, at least until June. When I moved in with two roommates, we were not allowed to see the apartment before moving in (very questionable behavior), and despite the fact we requested a third floor apartment (cheapest available), we were given a second floor apartment. The parking is barely adequate, but we are allowed to have two vehicles. No more than that, otherwise they will be towed at or expense. When there are three adults, all of whom have different jobs, living in an apartment, there should be three cars, right? Noise is always a problem. It doesn't matter what time of day it is, there is always someone yelling, running around the apartment a above ours, or playing ridiculously loud music. The ground are likely more of a problem than I have given credit, but it is terrible. The fence surrounding the complex is barely qualified to be one since entire sections are missing, and placing it at the bottom of a hill was the worst idea anyone has ever had. The playground equipment is in disrepair, and the only children who play on them have no supervision from parents. Also, I have only seen -------- children at the playgrounds. There are some shrubs in front of the apartments, but they are ugly or dying. Safety is a concern, primarily due to the disturbing number of lights that are burnt out on the sides of the buildings. On one occasion, an exterior light fixture caught fire, forcing six apartments to be evacuated until it could be contained. Residents were unable to deal with it because none of the fire extinguishers are charged properly. Having had training in commercial and residential wiring, the electrical construction of the apartments is appalling. Outlets are not connected to a power source, light fixtures short out, windows do not open, HVAC units do not have filters, and numerous other problems. The maintenance crew has three jobs: groundskeeping, bug spraying, and refusing to fix anything. Despite being called maintenance, they have fixed none of the problems that we have presented to them. The sink in the master bath still leaks (6 months), the outlet in the kitchen has no power (9 months), the second bathroom has a fluorescent light fixture with unbalanced ballast (9 months). Initially, the staff was polite and willing to help. That lasted the first month. Ever since, we have been harassed by notices of inspections that never occur, eviction notices during snowstorms that prevent people from leaving the complex and rent is one day late, etc. Connie, who works the desk, is undoubtedly the worst of the staff. She is antagonistic, rude, and spiteful. Overall, I would rather see the complex sold to a homeless man. I have no doubted that it would be better managed than it is now.
