Do not rent here! Unless you want to live with management on your back during your entire stay. I lived at Belcourt apartments for 13 months and it was a complete nightmare due to management. I have never lived in a place that treats its tenants in such a manner. Here is my story: On the first day I moved in I had a satellite dish installed (DirecTV). As soon as the van showed up, Edwyn, the "maintenance" guy shows up at my patio railing, literally resting his elbows on it to watch the work being done. I went up to him to ask why he was there and he mentioned that we could not install a dish as it was against the lease agreement. I told him that the FCC ruled that they could NOT prevent me from installing a dish and that federal law pre-empts any lease agreement. Evidently that wasn't enough for them. The owners actually came to my apartment in a small group and started taking pictures of the install. Mind you, I complied with all the restrictions of the FCC ruling and did not bore holes through the wall and had the dish installed on a free standing tripod. I spoke to the owners personally and he had no choice but to comply. Little did I know this would set the tone for the rest of my stay there. The next few months were no fun. The parking situation was awful as they had no system to control people who parked in unauthorized spaces. Mine included. I complained multiple times about people parking in my spot and they refused to do anything about it. I told them that I would call a tow truck and have the vehicle towed myself and send them the bill. They said they did not like to tow cars due to the liability involved. I told them that my parking space was an extension of my rented area and that any further transgressions would be dealt with legally. Finally they devised a system to control this problem but still would no enforce it. The maintenance is the worst. they do landscaping 6 days a week! Imagine listening to a leaf blower and lawnmower 6 days a week. Not fun. When I approached management about the noise, they said that that is how it was and that they would do nothing about it. Nice. Finally, about two months before they end of my lease, I was offered to renew my lease and get a free month's rent as well as a reduction in rent of $50 a month. I refused the offer as I wanted a month to month arrangement. Exactly two weeks before my lease was up, I got a call from Rachel saying that they would not renew my lease due to the fact that they suspected I was dealing drugs! Of all things! Jesus! I had paid until the end of the month but they wanted me out in a week and they wanted to keep my rent for the remainder of that month to boot. I told them no way and that I would stay until the end of my lease term. They had no choice but to accept. Come move out day, we did a 1 hour inspection and they looked at every possible thing. No problem for me as I had done a great job getting the place ready. So management and I both signed the move out sheet agreeing on the possible charges (which wasn't much). About 3 weeks later I got the statement with no invoices, labor rate, or materials used. It stated they were taking my entire $750 deposit for breach of contract and added another $650 over and above that for damages. The damages cited were not what was in the move out inspection sheet. They said they had to re-clean the carpet even though I had a professional carpet cleaning company come in a day prior to the inspection. All the charges were in-house and not invoices were provided for materials used or labor rate charged. Requests for this information were met with no reply. This is ILLEGAL. They cannot legally do this. They are $240,000 in debt on their property taxes and they are failing to fill the units after two years in business. You do the math. I have a small claims action pending against them. Stay tuned for the verdict scheduled for January 2010. AGAIN, DO NOT RENT HERE!
