I lived in these apartments for almost 10 years and a week after moving in an old lady who lived down stairs threw her entire mattress out of her window. I should have taken this as a sign that this would be the worst place on earth to live. The only reason I chose to move here is because I had just moved here from another state and needed a place to live pronto and these were the cheapest apartments to rent in Monterey at the time. <br>After moving in I soon learned that the original manager used to be a crack addict and got shot during a bad drug deal (which is why he had a dent in it face). He lived with his mom who was very rude to the tenants especially when it came to parking. There is no guest parking but yet she would get really upset when someone parked in the so called "manager's spot" that was never used. Also, the walls are so thin you can hear neighbors who live beside you, under you, and behind you. You can even hear when they run water at the sink or when they flush the toilet. I assume these apartments were built in the 70's because there was wallpaper in the unit I was in that was covered in yellow & blue daisies. The kitchen cabinets were old and run down. The appliances were just as old and management would not replace it unless you can prove it is completely broken.<br>Later sometime after 1999 a management company called Vega Investments took over. The owner is rumored to be a cocaine addict gambler and after visiting their office for the first time to pay my rent I saw that he was exactly that. His daughter works in the office and is extremely rude and arrogant. She even knocked on my neighbor's door one night around 10pm because he was ONLY 1 day late with his rent. I know for a fact that this is illegal but I guess the law doesn't apply to these people. I had an incident where my heater broke during the winter and it took over a month to get them to replace it. They kept sending different people over for a price estimate so they could find the cheapest heater. When I finally got the heater it spit out black smoke because of how old the vents and pipes are.<br>Not only is the interior of these apartments old and run down but the landscaping is also not kept up. The so called swimming pool had a crack in it that leaked sand so it was always dirty. Vega Investments eventually hired one of the tenants as a maintenance worker who is very nosey and likes to spook around and spy on everyone in the complex. Even he couldn't repair the disaster that they call Lewis Apartments. He only added to its slummy conditions.<br>The managers were so cheap that they eventually cut the garbage collection to only twice a month so garbage was always over flowing out of the dumpster and the smell was just horrendous. Each apartment has one parking space for the tenants but if you had two cars you had to park behind the other which would often trap drivers trying to come down the drive way. Speaking of driveways...the driveways on each side of the complex are extremely narrow and filled with cars parked back to back. Getting out of these driveways is a true nightmare. Cars are also parked at the end of the street so you can t see on coming traffic. I was hit head on twice while living here. <br>Also, some of the mail boxes for tenants are numbered wrong so your mail could easily end up in someone else s box. I eventually had to get a P.O. Box. I finally saved enough money to move out of this hell hole. Trust me! These apartments are probably the oldest, dirtiest apartments in Monterey and the managers raise the rent every year! Beware!<br>
