Having lived here for 2 years, we have seen many managers coming. And it's the same story: Increase the rent, but do not spend money, time or effort on maintenance/improvements. Interior design, appliances, kitchen and bathroom are some 20 years old and are worn down. Maybe you get lucky as a new tenant, but don't dare asking an existing one. But don't worry, you will not have the opportunity to talk to the manager in person anyway since office hours are strictly enforced and there is no apparent need for weekend hours:"We have enough request from prospective tenants during the week". The noise is getting worse over time, it's not only that "convenient parking" is a synonym for SUV's warming up their motors in front of your bedroom. The trashcans are overflowing, the doors squeek and strangers digging around in recycle bins for CRV pennies at night make this place less comfortable. A known situation for some 18 months without any action to resolve it. Location in front of the park is good though, but raising the rent by $200-300/month just because you think you can push it through: That's not good property management.
