I've lived here since 2008 and it's only gone up in quality since. When I first moved in, it was really kind of a dump. Since then, it's gone through a series of management changes, and well, the newest owners are really great. They actually do care about the place and the tenants. Maintenance is short-staffed right now, so sometimes it takes a bit to get things done if it's not an emergency, but if it is an emergency, they'll fix it right away.
The neighbors have really gone up as well. When i first moved in, there were a lot of noisy people, people constantly being evicted to the point where their stuff was dragged out to the curb (fyi it takes serious non-payment issues to get to that point), drug addicts (not speculation), but now a lot of stable families and professionals have moved in. As a single guy with no intention of that changing, believe me, i have nothing against single people, but it makes for a quieter neighborhood.
They also painted the buildings from an awful color that was only at home in the 70's to a really nice green, and put up a fence around the place to keep people from wandering in.
So the bad was that rent really shot up. It's not horrible, but it was nice paying $680 for a 2-bed place for a couple of years. Also, the apartments are a small, even the 2-beds, and the buildings are old. They're trying to update everything, starting with an entire re-wiring of the place shortly after the new management took over, but it will no doubt take a while.
Really, the only reason I'm leaving is because my roommate wants a bigger place and I don't want to have to look for another roommate (ah, single life). I'll actually miss living here. It wasn't always great, but it's been really good recently, and mostly I think of it as home.
