Pros: Tenants are quiet and respectful, cheap, good location, well lit rooms. cons: No on-site laundry, small, traffic noise, parking, internet. The apartment is very affordable for students living on a small budget, and doesn't have too many cons like most of the other cheap apartments. It's very clean, and everything is pretty much in working order. The heating is electrical so it smells a bit, and can make annoying sounds, but I've barely used the heat all winter since the apartment stays pretty warm on it's own. The walls are pretty thin, and you can hear neighbors very easily, but it's not too bad since everybody is pretty quiet (being loud can get you evicted pretty easily). Being right off Neil St means quite a bit of traffic noise if you live on the east side of the building. The parking is ok, but not at all worth the $20 per month for an assigned spot. Also the apartment is the smallest efficiency I've seen in Champaign, but still bigger than any dorm room. My biggest complaint is there's no counter space in the kitchen. The internet is very slow, but it's also free so as long as you're not expecting to game online, or stream video it's good enough. I don't know if you can sign up for better online service or not. Once you get over the cons which aren't really that bad it's a great place to live.
