When I lived at Hillcrest in 2001, it was under the county's Section-7 program for low-income housing. Considering that fact, this was a good place to live - we always felt safe there. It took me just over a year on a waiting list to get into a 2BR apartment with my daughter. The appliances, construction materials and carpets are not of the highest quality, but everything worked and was clean. When the element blew on my electric oven, the management had it replaced within a few days. Management was rigorous about obtaining updated documentation for income and other paperwork, but they were never unfair about any of it. There was a lot of space in the apartment, a decent amount of closet storage, and an on-side laundry facility.
