Miserable!

My husband and I moved to Wichita not knowing anything about the area and not knowing anyone in town to advise us about the "good" and "bad" parts of town...Let me just say this is definitely in the BAD part of town. We were scheduled to move in on a Saturday and they told us everything would be ready and we would have brand new carpet throughout the apartment. We pack everything we own into a rental truck and move from another state and when we show up, they tell us our apartment is not ready and they had not replaced the carpet. They told us it would be another 4 days before we could move in - so we would have to keep the truck and find a place to stay for those days...assuming they could get the carpet done by that time. We asked them if we could see the apartment (it reeked of animal urine) and agreed that if they would replace the linoleum in the kitchen (which you could tell was supposed to be white and was actually a tanish-brown because it was so dirty) and clean the carpets we would move in. So we put our stuff in the apartment and stayed with my in-laws for a few days while they did what they needed to do. Supposedly they cleaned the carpet...but I don't know how they could possibly call it clean! The carpet was still DISGUSTING! We rented a Rug Doctor and went over the carpet with only water (no cleaner) and literally went over the living room 22 times and the water was still coming up brown! We dealt with the office staff for days (and they kept saying it wasn't that bad and it was fine) until we finally went to the regional manager and she wasn't in the apartment for 3 minutes and said we would be getting new carpet. There was also mold in some of the ceilings (apparently from a leak in the apartment above us) and maintenance "fixed" it by painting over it. There was mold in the bathroom and the kitchen was dirty! We had to scrub down the entire place and you could look at even the doors of the cabinets and see exactly where we had cleaned and what we hadn't gotten to yet. There were still food crumbs and onion peels in the cabinets. When we moved in we asked about the crime rates in the area and they told us that they didn't have any problems in the complex. My husband's car got broken into as well as about 6 other cars in a 3 weekend time. My husband worked for a local moving company and would get people in all the time telling how miserable they were and how happy they were to be moving out. He once talked to a lady in our building whose car had been broken into twice and her apartment had been broken into. Every time we went into the office the staff was rude to us and we walked out of there saying "they would never treat our parents like this" though, unfortunately, they probably would. The person below us moved out during the winter and our pipes for the cold water in the kitchen sink froze below where we had any access to it because there were no utilities on down there. We called maintenance and they told us it would be a while before anyone could be over (they said a day or 2) and we stated that we needed someone to come over so that our pipes don't bust and we don't get stuck with a ton of bills for it. Kimberly's response was "that's what insurance is for." They told us that they could not come by our place because they had a bunch people without heat. We could hear all of our neighbors - their children, and their pets even if they weren't directly above, below, or next to us. After my husband's car got broken into he went down to the office a few days later to see if they had heard anything new about the status of the police investigation or anything and Kimberly acted like she didn't know anything about it when he had specifically gone down to the office when he found it and told them. Overall, this was an absolutely miserable experience. I did not feel safe being in the apartment by myself at night...nor did I feel safe when I would get home and have to walk from my car to the apartment. I did not feel safe hearing gunshots at night, and particularly when my husband started hearing stories about all the break-ins and stolen cars.
