Resident 2001

9/8/2001

I and my wife have incurred considerable inconvenience with the unit and furthermore very dissatisfied by the
quality /efficiency of your maintenance service provided so far, since we moved 2 months ago.

Approx 6 weeks ago , on a Saturday we began to notice the carpet area in front of the bathroom door was getting soaked. Initially it was not alarming as it was a small patch of wetness and we were able to dry it off with towels. However, we soon realized that soaked area was getting larger and had to notify your emergency maintenance staff (as we suspected a major leak that could impact lower and area was reaching our bedroom) . We noticed that as soon as we stumped our foot , atleast 2/3 gallons of water squirted out in all directions.
One of your on-call maintenance staff did respond and attended to the problem, but felt this was NOT an emergency and could wait till Monday . To prevent further wetness of the area, he provided a
a small drying (very noisy) ventillator and told us to leave it on till Monday.

Nevertheless, I was very surprised to learn from him that this problem was actually reported in the past , approx. 4 months before I moved in and was apparently fixed BUT he clearly admitted the cause of problem was still NOT known. But he confirmed that this was definitely a leak and was coming from the bathroom but had to break the exterior walls to be able to investigate further . I was patient enough to wait till following Monday when he brought a Plumbing technician to look into the bathroom pipes (after opening the exterior wall/boards ) under the bath tub /floor area, to investigate the source of the leak. Regretfully, an entire day was spent without knowing the source of this. They even checked water connections and pipes
below the kitchen sink area. We were then provided with a new larger drying ventilator (even more noisier) to keep it on until the area was dry.

However I failed to understand why the carpet was NOT pulled out at this point , as it soakness had
caused algae to spread. We soon began to notice more insects inside the apartment
Since then the problem recurred twice and we had another maintenance person investigated the cause.
This time the person again had to break the exterior wall and look into same bathroom floor area
From outside. This time the wetness had spread to our bedroom closet. Apparently the cause of the problem was water continued to drip from the bath tub pipes even after turning off shower faucet knob. Obviously this was defective in the first place and no one this before. The soakness has stopped since then BUT it has left a LARGE stain on the
Carpet. We again requested for a carpet cleaning crew to shampoo and remove the stains.
A cleaning crew had come in last week but could not clean as the padded asbestos material UNDER the carpet had NOT dried off. They also confirmed the carpet had to be chemically treated to remove any algae /bacterial germs. My wife was informed that unless the carpet was totally dry underneath
It was not possible to clean as it cause more algae to spread.

While we were out, this time another drying ventilator was provided BUT it was placed INSIDE the
Bathroom and the carpet was cut out to dry off the padded material. Since then we had to use the bathroom
WITHOUT closing the door…..another inconvenience for us if we had any guests. This was done
2 days ago. Today I was informed that someone would come in and remove the ventilator today
and then arrange for carpet cleaning .

So far we are still waiting and the ventilator was still running when we got back home
Apparently nonone had come to follow up

Inspite of all this , I am filing formal public complaint against their service level on the following grounds :

1) Failure to disclose all information about the condition of the apartment prior to leasing the unit
The fact that this problem occurred more than once in the past WITHOUT a permanent fix
Should have been informed to me at the time of leasing

2) Failure to determine the root cause of the problem by qualified maintenance this problem or an external contractor

3) Lack of communication in coordinating maintenance service request between management office and maintenance staff . In my absence , my wife had to be interrupted by 4 different maintenance persons
Each new person was unaware of what was done in past and my wife to explain what was the problem. THIS IS NOT the renters responsibility and should be taken care by the office

Apparently there no log history maintained on any service request to determine what was done
In past to fix the problem ; and if not fixed the reason why it was NOT permanently fixed,

As a law abiding citizen and resident in this state, I should be compensated for any negligence caused by the management /property owner in this matter.
