I have lived here 2 years now and have mixed feelings about the building. The negatives first: the staff have completely changed since I first moved in. Once you have a decent relationship with a staff member, they are relocated. The staff are not as helpful anymore and the new property manager has not been approachable. She would not turn the ac on at the beginning of summer when temps were high 80s until there were enough complaints. They advertise heat is included in your rent but you pay for the electric fans to blow your heat. The electric bills have been outrageous. I am gone 12 hours a day 5 days a week and barley use any electric. The minimum I have paid is $80 without any heat or ac on. All winter my bill was close to $250. This summer it has been between $130-$180 per month. They also make you pay for a spot in the garage when renting an apartment, but you can park for free on the street right outside the building.
Pros: the apartments are good size and in good shape. We liked the atmosphere of the building and never had any issues with other residents, college students or break ins. I liked being close to downtown and maintenance was fairly quick when we had an issue.
All in all Perkins has been a nice place to live. you just have to pay for it.
