And although you won't be able to enjoy it, I am very happy to let our new residents know that we have just completed an extensive update of our fitness center with a new four station multi-gym and new hi-tech bike and treadmill. Dear Readers: Please read these reviews keeping in mind that almost always, persons leaving poor reviews are mad. This resident was actually seen smoking and his neighbors, rightfully so, complained. Presidential Estates is a smoke free community and most who choose to live here expect to be free from second hand smoke and the associated trash.Our lease contains a no smoking clause, This is reviewed with all new tenants and they sign a "No-Smoking Addendum". We expect all our residents to respect the terms of their lease and have courtesy for their neighbors. If a tenant chooses to violate the terms of their lease, we take action accordingly.Presidential Estates is a lovely property. We have mature trees,pleasant courtyards, large apartments with lots of closet space, right next to the T bus stop. And shopping right next door! We have residents who have lived here for over 30 years! We encourage all who are looking for a well maintained, reasonably priced place to call home to come and meet our staff and view our model and grounds. At Presidential Estates, we make sure our residents are able to enjoy all the amenities their lease guarantees them without interruption from discourteous neighbors.Thank you for taking the time to read this response.

Thank you for taking the time to leave a review. We appreciate it. These apartments are older, but still very nice and well kept. The floors do get loose sometimes so we screw them down in between each carpet change, but, unfortunately, there is little that can be done while a carpet is in place. The apartments have their own heat source, so a resident can choose how warm they want their individual living space. We are happy to remediate any drafts if a resident puts in a work order. But you can't beat the closet space! And as the reviewer pointed out, the maintenance staff is excellent.
This applicant clearly chose not to pay attention to all the documentation and application information that we gave to him or explained to him. Our application is very clear. Our deposit puts you on our waiting list and/or holds an apartment for you. Not a specific apartment but one that meets the applicant's leasing requirement as to date, size, amenities, etc. Once we have approved/assigned an apartment we notify the applicant directly and they have three days from the date of their notification to decline the apartment. At that point, a full refund will be sent of the deposit if they decline. If they do not decline in 3 days, the apartment is scheduled for the applicant, who is now a future tenant, to move in. No refund is available after three days and this was explained to this applicant. Apartments are first come, first served. If no deposit is made we are required to lease it to the first person who makes a deposit. A receipt is always provided if requested - that is the law. Leases may be broken with a signed early termination agreement and the 1/2 month remarketing fee. The rent must be paid until a new tenant moves in or the original lease expires, whichever comes first. This is common practice to almost all apartment communities. In general, it is less cost prohibitive than a "buyout" which is usually the balance due on the remainder of the entire lease. We encourage all prospective tenants to ask questions and review all our documents before signing anything. Presidential Estates is a lovely, community like complex. Our competitive rates reflect the older age of our complex. Come and give us look. Our leasing staff is experienced, friendly and helpful. This reviewer would have no knowledge of our maintenance, safety or noise never having lived here. And our grounds are lovely - just come a take a look!
I am sorry this tenant has been so unhappy at Presidential Estates. We do our utmost to be fair and honest with all our tenants. Our complex is 46 years old. The apartments are large with lots of closet space and nicely laid out. Unfortunately, the windows are aluminum and cannot be replaced. In some extreme weather - like we had this past winter - the weep holes can become frosty. But we advise all new tenants of the approximate cost of utilities. In fact, if this person was paying only $100 month last winter he was getting a bargain. Our 1 bedroom apartments are purposely priced at $400/month less than our nearest competition to make up for the heating expenses. Our maintenance staff have been here many years and are very efficient. Again, in extreme conditions as we had this winter, non-emergency work orders may take a while to complete as all emergencies have to be resolved first. It also appears this tenant, or previous tenant, took exception to our move-out charges. When we do our annual inspections we do not record on the notes left for the tenant issues that they cannot resolve until move-out. For instance if they have let their children write all over the walls or have made cuts in the counter tops. These are all left until the tenant moves and then, yes, they are adjusted from the security deposit and the remaining balance and a complete detailed statement are sent to the tenant. We hope you will not be swayed by one unhappy person and will consider Presidential Estates when you are looking for your next apartment in our area. Come view our model, meet our office staff and see our lovely grounds and amenities. Thank you .

It is clear this tenant had several problems with the terms of residency at Presidential Estates. Yes, people who are not residents and park illegally will be towed so that our residents have parking available to them. We have guest parking and allow tenant's guests to park in their assigned space. Rents cannot be raised above the advertised price for that particular unit. Units are inspected at move-in and move-out. Normal wear and tear excepted, a tenant would be responsible for damage to the apartment, which clearly was the case here. Most tenants take excellent care of their apartments and we appreciate that care. Unfortunately, every now and then someone does a lot of damage and then is surprised to discover that they are responsible for that damage in accordance with the terms of the lease to which they agreed. We encourage all responsible lessees to come and visit us at Presidential Estates and view our model and our lovely grounds.

Clearly this person is unhappy with at least two experiences at Presidential Estates and we are sorry that they had to experience these. However, we must take exception to these comments. We have no ability to control the incoming mail, nor do tenants have access to mail other than their own. All mail directed specifically to our residents is delivered by the USPS and placed inside the mail boxes provided in the foyer of each building. Only the USPS delivery person has access to those mailboxes. The only mail left outside of a personal tenant mailbox is mail directed to "occupant" such as flyers. If a tenant does not have the correct address on their correspondence, the Postal Service will usually leave those letters at the office or return them to the sender. We do not know what happened in this case. Additionally, there is no way for anyone to steal another tenant's belongings unless they have left them outside. While unfortunate, we do caution all residents not to leave their personal property outside. Residents are issued a Resident Parking Sticker for all vehicles of which they advise us. So long as a Resident Sticker is visible in a vehicle and it is not parked illegally, there is no chance they will be towed. Our street is reserved for our residents, with valid stickers, between 6:00 pm and 8 am to allow for ample parking for our own residents. If anyone parks a vehicle that has not been registered with our office and not displaying a Resident Parking sticker, that vehicle is likely to be towed during those times. We have a parking lot for visitors. We also allow visitors to park in the Resident's assigned space and the Resident, with a Resident Sticker may take an unassigned space on our street. The only time a registered vehicle with a Resident Sticker is towed from our street is if the vehicle is parked illegally, ie in a clearly marked "No Parking" area.

We apologize if this applicant thinks he was led to believe that we would be able to make an approval exception for him. We have set guidelines for our tenancy requirements at Presidential Estates. It would be discrimination if we were to selectively apply them to any one applicant. While our policies may sometime prevent excellent people from living here, again, the only fair way to administer our guidelines is to apply them equally to all. We do require that all adult occupants in an apartment have a US SSN and the required credit - which has nothing to do with the actual credit score. We are curious how someone who was just applying to Presidential would possibly be able to rate our maintenance, noise and safety, having not ever lived here. And he himself stated he had positive interaction with our leasing staff. And our grounds are lovely! Just drive around and look! Clearly this reviewer is angry with us and we understand his frustration but the law requires us to treat all applicants in exactly the same manner, and apply our guidelines equally to all. Clearly this applicant is very unhappy and we are sorry about this. Our guidelines are printed and given to all to read prior to applying and again with the application. They are applied equally to all, as are the national credit reports that are run to verify the credit. The only fair and legal way to apply our requirements is equally to all.
We are truly sorry this resident feels slighted. Unfortunately, with 276 apartments, only Mr. Thorburn and possibly the maintenance staff would recognize our residents. The rest of the staff has little personal interaction with tenants but we can assure you that all staff greet everyone on our property when they are themselves greeted. We are pleased to see that this reviewer was honest enough to rate our grounds, maintenance and safety all as above average. Thank you and best wishes to you in your new home.
Presidential Estates prides itself on its prompt and conscientious management and maintenance staff. Sometimes it is not possible to make everyone happy and do it as quickly as one would like. We are an older apartment complex and nails do back out of floorboards. This happens in all types of construction. We systematically screw down floors everytime a carpet is changed but if the floor is squeaking while an apartment is occupied there is no way to fix it without completely disrupting the tenant as all the furniture needs to be moved and the carpet removed. Water damage can happen when a roof or water heater leaks. This is unfortunate but we always fix the ceiling as soon as it is possible. This can take longer than a tenant would wish as first you have to wait for all the water to drain through, then you have to wait for the ceiling to dry out, then repair the drywall and wait for that to dry, sometimes two times, sand and paint. This can be a long process but is always done. Work orders for drafts are also dealt with immediately. We know this past winter was a tough one for everyone and National Grid was very vocal last fall in announcing how much their rates were going up and advising all to investigate third party suppliers. We recommend this to all our residents. But even with high winter heating costs this past winter, Presidential Estates still provides an excellent value for the rental dollar paid. We highly recommend the Quincy Board of Health ourselves - they have always been most helpful over the years. Clearly this resident, or previous resident, has had an unfortunate experience and for this we are truly sorry. Again, we always do our best to be responsive as quickly as possible. Sometimes this is not as fast as we could wish if there are emergencies with which to deal as there were this past winter. If this person is still a resident, I do encourage them to contact the office to review their needs.
Below is the exact wording from Chapter 186, Section 15B: Section 15B. (1) (a) No lease relating to residential real property shall contain a provision that a lessor may, except to inspect the premises, to make repairs thereto or to show the same to a prospective tenant, purchaser, mortgagee or its agents, enter the premises before the termination date of such lease. Please note that it is perfectly legal in Massachusetts, in accordance with Chapter 186, to enter premises for the purpose of inspection. We are sorry that this resident is unhappy with our inspection procedure. We deliver notices several days in advance of starting inspections for leases renewing 60 days in the future. We are happy to schedule a specific day and time window if the resident gives us a call after receiving the notice - we do so all the time as many of our residents have pets. It is difficult to schedule specific dates and times for so many residents so far in advance as the very nature of operating a large multi-family community involves many unplanned for day to day situations. Our residents appear to be accepting of our inspection procedure. If this reviewer is still a resident we encourage him to contact the office next year when he gets his inspection notice and schedule a date and time window for his inspection. For informational purposes, our leases do state that, except for emergencies, we are to give our residents reasonable notice of the need to enter their apartments. We do wonder, though, if this resident has other concerns in addition to his dislike of our inspection procedure. Surely his displeasure with our inspections cannot be affecting our staff or grounds. Our maintenance and office staff are all very experienced and knowledgeable and our grounds are lovely. We hope that anyone who is looking for a pleasant place to live at a reasonable cost will give us a call, come for a visit and decide for yourself if Presidential Estates is the right community for you.
Yes, the form does read that the equipment is installed - again - that is so we do not have to bother tenants with having to sign a new lease if and when we install the meters. We do not, at this time, charge residents for their individual water use. Should we decide to install the meters, all residents will be notified, the meters will be installed in each apartment and notice will be sent of the upcoming change in billing. I am sorry I am not better able to respond to your objection.
We apologize if this former resident had errors in their security deposit accounting. We are only human and mistakes do sometimes happen, but they are corrected as soon as they are discovered. This would in no way generate extra revenue for the complex as mistakes in favor of the tenant would have to be refunded immediately. Mistakes in our favor are written off as it would be unethical, as well as illegal, to try and recoup owed charges after 30 days.

We wish we were able to address this former resident's issues. Perhaps if they cared to give the leasing office a call we could address their concerns. It is illegal to retain a security deposit, or any part of a security deposit, other than for allowed open items, such as past due rent, damage, etc. All former residents are sent a statement of their security deposit and any move-out charges, along with a check for the balance owed, as required by Massachusetts law, within 30 days of their move-out date. If a previous resident disputes the security deposit statement, we encourage them to contact us so we have a chance to review it with them.
