Because there is no on street parking guests and deliveries have to be buzzed in to obtain a parking pass from the office before going to the buildings guest parking lot, which is on the other side of the building from where you get your pass. Then be buzzed in again in order to reach the party you were visiting or delivering to, which makes parking it difficult.
