We lived at RCS for 2 years and absolutely loved it. We had very few problems when we were there and were happy to recommend it as a low-cost way to enjoy downtown Silver Spring to our friends! The problem happened after we moved out. Despite our repeated attempts to contact the leasing office for the return of our security deposit, we did not receive anything until more than 45 days after move out. In Maryland, withhold ANY amount from a security deposit after failing to notify a former tenant within 45 days is illegal. We have had to resort to filing a complaint with the county to attempt to get our money back. We're less upset about our missing $500 and more upset about what this means for the ethics of the management company. RCS rents to many low-income families and I have a hard time believe we're the only ones they've tried to withhold deposit money from. Unfortunatley our wonderful experience living there has now been overshadowed by the absolute bureaucratic nightmare of something as simple as getting back our security deposit. Proceed with caution with this management company.
