I lived at Summit Hills because I was a student at the time. It´s one of the cheaper apartment rentals by the Silver Spring metro.
The housing was adequate-really nothing special. My complaints were:

1) Management enters your apartment and ´inspects´ it for cleanliness and constant bug spraying. Every 6 months you are REQUIRED to completely empty your kitchen cabinets so they can spray for bugs. Being a Florida native, I can tell you there ´spray system´ is a joke. The inconvenience of this becomes really annoying. Not only that but if you don´t comply they fine you. Also, if they think your kitchen is not clean enough, they come back to reinspect and may fine you. I was ´reinspected´ because I was told my cabinet doors (yes, cabinet doors not my floor or counters) were not clean enough for them. I´m a female who is fairly tidy so this came as a shock. If I did not comply, I would have been fined and ´further action´ would have been taken.

2)They showed me a one bedroom and told me my apartment would be exactly like that one. When I moved in, my apartment was by the elevator shaft. Therefore, my kitchen space was cut by 2/3. My kitchen was literally a small hallway. When I asked about it, management said that was what was available,i.e. too bad. I thought they could have at least called me.

3) The buildings are old. If you have any large furniture-forget it! Movers will have to bring it up the stairs and will have extreme difficulty doing it. Your furniture will probably be damaged in the process because the stairwell is rather narrow.

4) My building actually stunk. Yes, that´s right. It smelled really bad. I´m not sure what the problem was there.

5) Rent increases can be as much as 11% unless you protest.

Overall, the place is tolerable but if you can afford a little more choose some place else. The leasing office and maintenance staff are nice. The business office staff can be a bit rude and ´are not the brightest bulbs in the box´.
