We signed a lease here only because it was the only place available after our apartment burned. It's not a horrible place, but the reps were very unhelpful. We called while out of town and were told by two separate reps we could apply online. You can't. We learned this the hard way, while dealing with a burned apartment. We were told three different prices for the apartment over the phone. We finally just gave up and waited until we were back in town and went to the leasing office in person. We saw the apartment (standard 1970s layout, beware the asbestos, and try to ignore the painted wood paneling in the living room) and started the application process. That went smoothly enough, although the reps were constantly fighting their manager who didn't, apparently, like coming in to the office. Once we got the lease and payment situated, we went in to sign. The rent had once again changed--it had wavered between $650 and $850 a month, depending on who we spoke with. The rep went through the lease, breezing past the first page like it didn't matter. Once we had signed the lease she tells us it was for 15 months. 15 months!? We had specifically stated we only wanted a 12 month lease. At the very least, the rep was exceptional at deflecting questions until she got what she wanted (we assume there was an internal contest for signing 15 month leases). The water bill is a flat rate tied into your rent. And don't bother paying your rent online. The system will charge a $20 service fee for the privilege. On top of being far too close to I-94, the apartments themselves are standard, dull, and lifeless. The appliances are outdated and electric, the laundry is coin-operated and over priced, and you need a key to get everywhere--unless the locks are broken, which they usually are. To make matters worse, there is nothing in Belleville. It's smack dab in the middle of the furthest point to reach everything. We've lived there for less then 3 months and I'm already looking to move.
