Silver Bell Apartments

Let me preface: I have rented 3 other apartments in the Twin Cities area, and never had this sort of problem. For the most part, renting is renting, and I know what to expect. I had my guard down because Silver Bell is not a classy place. The main plus is that it's affordable, for Eagan. The maintenance is slow or nonexistent, and it's not very clean. There are dead cars taking up parking spots, the common areas have maintenance clutter lying around, and the elevator carpet smells bad but never gets attention. The sole staff, ---, is easy going but lax. When I moved in, the apartment had been vacant for some period. The balcony was filthy with cobwebs, leaves, dust, and bat feces. I didn't care that much. I cleaned it. Also the whole place had a mold odor. I later found out it was from months of leaking water coming from the garbage disposal, which had partially caved in the floor of the sink cabinet, and permeated the carpet with the mold smell, which took about a month to clear up after I started catching the leak in a pail. That was still fine. I didn't care that much. Silver Bell is a cheap apartment. But Silver Bell charged me $270 out of my damage deposit on cleaning and painting after I moved out. I gave the apartment a good cleaning after move out, as I always do. From my 4 other apartment rental experiences, I have never paid a damage or cleaning fee on move out, except once one dirty oven, which I was expecting a charge for. Basically, it sounds like Silver Bell's mode of operation is to send in pricey professional cleaners who nitpick on cleanliness until the damage deposit is gone. I got cited for "dirty" areas such as the ceiling fans (the tops of the blades?), baseboard heaters that had been wiped down (not clean inside, apparently), the refrigerator which was clean inside and out (dusty on the back? I don't know). I cleaned everything I was charged for- just not well enough, apparently. They also charged me to paint the bedroom, which had nothing wrong with it, except a 3' crack that had been forming by the window. All the spots had been cleaned up. Anyway... Crappy closing experience, and management will not work with me. Instead of Silver Bell, I highly recommend Bayberry Place, just up the street ( http://www.bayberryplace.net ). They provide better accommodations for the same price, and have a helpful and competent staff.
