I lived in Oak Grove Towers my last year of college, and it was okay for the price (which was my main motivator at the time) but I would never recommend it to anyone unless location is their only criteria.
I loved the neighborhood... I'll say that much. Finding on-street parking is impossible, but there's such a charming quality to Loring Park that it almost made it worthwhile.
Management was borderline awful. They failed to mention the asbestos in the ceilings until after I'd paid my deposit and was 2/3 of the way through signing my lease. They're just like "Oh, by the way... you have to be really careful not to disturb the ceiling because it's filled with asbestos. Sign this form to state that we told you before you signed your lease." Umm... great.
My bathroom was covered in mold (no matter how much I cleaned), my kitchen appliances were older than I was, and the lack of air conditioning in the bedrooms was horrible to deal with in the summer. Oh, and doing laundry? A complete nightmare.
All in all, not exactly luxury living, but it was an interesting life experience :)
