OK place if you're looking for cheap rent/utils, but you have to be willing to sacrifice some things, such as aesthics. Poor neighborhood, but could be worse. Lived there a year and that was enough. Probably owned by a slum lord that lives in Mass.
Pros:
1) Cheap Rent.
2) All utils covered except elec.
3) No need to run heat in the winter. The place is hot. Too hot.
4) Mgmt / maintenance responds in a timely manner.
5) Walking distance to Elm St/Downtown.
Cons:
1) Really hot in the summer - Need to run AC through Oct.
2) Bugs. Saw roaches in basement (laundry). Had other tiny bugs in unit for a short period of time in the early fall. Management did respond and fumigate though.
3) Upkeep is not seen. Dirty inside and out.
4) Too small parking lot for number of units. Need to park on street at times.
5) Neighborhood is sketchy. A prostitute hangs around out front. Maybe some see this as a positive.
6) Occupants have been known to steal mail, steal newspapers, smoke a lot of weed, and not keep kids quiet/under control.
