I have lived at the Province Rochester for the past several years, and I find it to be an extremely comfortable, affordable and great place to live. I've lived in several different style apartments including studio, 4-bedroom, and studio deluxe, and each has been overall a great experience.
Many of the expenses are included in rent including water, electric, cable etc, in unit, with a built-in laundry room, individual bathroom, and the convince of being close to the Rochester Institute of Technology campus (a 15-20 min walking distance.) With the addition of the clubhouse which regularly hosts social/community events, movie theatre, pool, and mailbox facilities Province provides quite a bit to students.
The leasing office has been extremely instrumental throughout the years to me. I've had several instances where I've need to be relocated because of housing issues, or needed a simple repair, and have been altruistic of thinking of the needs of others. It's a cost-effective, fully-furnished apartment near RIT, which very worthwhile into looking into.
Overall I know many students have had some problems with housing/the apartments at Province, but my experience has been a great one.
