Buffalo isn't the finest of cities to live in as such, but living in Triad Apartments ensured that my brief stay at UB was enough to induce nightmares, even five years after departing. The Triad Apartments have to be the worst apartments I've lived in. I moved in here because at the time I did not have a car and couldn't afford a place on campus. This was the only place that was within walking distance of the university. The place is overrun with foreign exchange students who don't know any better and are just trying to save a few bucks while studying. The management rips off virtually all of them, even the smarter ones who document everything. Not that tenants are very helpful - many shack up upto five people in an apartment with very, very lax hygiene and cleanliness standards (dishes not cleaned in two months, bathroom not cleaned in an year - yup, I've seen it all).
Plus, the smoking. Someone hasn't told either the maintenance or the tenants that smoking went out of fashion some 15 years ago.
The only saving grace is the distance from the university. But considering how bleak and desolate the university is (whoever had the genius idea to build a mess of buildings in the middle of nowhere?), you couldn't have expected anything better from the Triad apartments.
Save up some cash and move to the university apartments near the lake. Or if you want to experience whatever little Buffalo has to offer, get a place close to downtown. Traffic isn't much of an issue in the city so your commute will be short.
