First let me start off by saying I don't usually write reviews, but it has been such a problem here that I had to write one and I will not be resigning here. Other reviews talking about people running from here are not joking. When I walk to the trash I see more and more apartments empty every week. When you arrive at Palmer House you will be aesthetically pleased. The grounds are kept up (for the most part), the buildings look nice, and if you are into summer swimming and grilling the pool will hook you. The problem with this place is the units are built super cheap. Everything from the insulation to the doors and windows. Luckily for me my neighbors are quiet so I do not hear them too often and when I do it's usually foot steps (not much you can do about that) or you can slightly hear my male neighbors deep voice, but not enough to make out what he says. The poor construction is also a problem because you will pay very high prices in the winter to heat your apartment. The front door is so drafty that all 3 of my hinges have completely rusted and the paint in the door frame has bubbled from condensation seeping under it. The windows also condensate when its really cold outside and accumulates so much liquid it will drip down onto the window sill and will grow mold. The glass in the middle of the back door will also do the same. I have tired to wrap my windows like many people here have, but you will still hear your heater kick on every 10 minutes during the cold nights. Finally, here's the kicker... the power company (American Power & Light or APL) is a huge scam. I pay double the price of a kWh then someone on AEP. This property was built and owned by Living Perfered who's CEO also owns APL (the power company) and before he sold the complex signed a 30 year deal with his power company so your inefficient apartment will continue paying his paycheck. My average bills during this winter (15-16 winter was SUPER mild) was $225 with one of them reaching $300. I asked all of my neighbors who said the same amount usually. The current management company really didn't know what they got themselves into and there is nothing they can really do.My suggestion for the complex is to replace cheap windows/doors and look at adding additional insulation in the walls. For the renter I suggest you do not move in here till things change, but if you insist be prepared for the high heating bills. Everything else like appliances are fine and I have no issues. with those.
