It's true that this area is mostly old, low-income apartments. That is changing, and it started with Summit Park.
The apartment complex has been renovated, with new building facades and well-kept grounds. Inside, the apartments have new appliances, flooring, carpet and bathrooms. The two-bedrooms are larger than some houses I have rented. I have not needed to turn my heater on since I moved here (the temperature drops below 30 degrees most nights), so the apartments are well insulated.
The staff does their best to meet the needs of the tenants, making themselves available seven days a week.
The grounds are dog-friendly, with two clean-up stations (that I have found). There is are two schools within walking distance (that I have found) and some forested areas nearby for hiking and dog-walking.
The downside of this complex is the paperwork and red tape that comes with being low-income housing, and the on-site staff sometimes has their hands tied by corporate procedure. Again, they do the best they can.
Other than that, you get a lot for what you pay.
