There is a stepchild half to this complex, and beware if you live in it. The newer phase is gorgeous. The older phase pays high rent for the privilege of living alongside the prettier half. The rent here in turn pays to keep the new half pretty, while the older phase has problems like huge sections of peeling paint on the carports, unpainted speed bumps and curbs, dead flowers in rotting wood landscaping barrels, etc. The street lamps have slimy moss growing on them, and have not been cleaned off in the year since we moved in. I regularly walk my dog past building E, and despite the notices left on all our doors about standards for our patios, the lady on the bottom floor has been permitted to leave a moldy rug on top of her neglected grill, blue baggies of dog poop tied up and left next to the cat box on the patio, and a half-falling strand of Christmas lights on a tacky makeshift fence that she slapped up herself to keep her dog from running away. I see this every day, and it feels like a trailer park. Once I witnessed the maintenance tearing down a staircase with residents inside the apartment. Later I watched from across the lot as those residents had to climb down a ladder to exit their apartment and presumably get to work. The staircase was totally gone for over an hour. Isn't that against the fire code? I ran into those residents later at the mailbox and found out that they had received no written notice of the construction, and that the wife had to miss work and lose pay because she is handicapped and can't descend a ladder! Walls are thin: I can tell when my male neighbor is urinating in the bordering bathroom. Floors squeak: do not accept an apartment with an above neighbor. After you move in they will tell you that one rule is to leave your windows open 1/4 of an inch IN THE WINTER so steam can escape (the hood over the stove does not push steam through the roof. It blows into your face) and if you don't leave your windows cracked, even when it is 20 degrees outside, that you will be responsible for any damage caused by interior condensation. There goes your Christmas money: all your heat is right out the window. The neighbors dogs bark, for hours at ungodly hours, and no matter what we do our complaints change nothing. There are cigarette butts in the dead flower pots, and unless you like the smell and health effects of secondhand smoke you had better leave your windows sealed tight (unless you want to prevent mold, right?) because the building is nonsmoking but the parking lot isn't. People are allowed to lean up against the carports, standing 25 feet away from the building to light up, but their puffs of poisonous smoke will still find their way into your asthmatic child's bedroom and give them an asthma attack just because you dared to open the windows in your home on a nice spring day.
