We moved into Cascade Summit Apartments in 2007 and remained there until 2012 due to a whole host of issues such as rent increases, contractor damage to possessions on my patio, mismanagement of a situation involving toxic paint fumes entering my apartment from an attached garage (with no offer to be put in a hotel until the issue was resolved), and an absence of communication from the property manager. In addition, the walls are very, very thin so you can hear everything your neighbors and their pets are doing. If you want to spend over $1000 a month to hear your neighbor having sex or their dog running around this may be the place for you. Our upstairs neighbors liked to play catch indoors with their dog - (a Husky) so we had the pleasure of listening to it run back and forth in their apartment, and hearing it jump off furniture. You can count on annual rent increases too. When we started renting at Cascade Summit it seems like our rent went from $1090 a month to $1375 monthly over the course of 5 years. Plus they nail you an extra $75 a month (or more) for door-side garbage pickup, garbage, water and sewer fees that they bill out to a third-party but is still going to Cascade Summit. I also felt like we were singled out and discriminated against by management after we received a letter specifically asking us not to have our kids draw on the sidewalk with sidewalk chalk. Countless other kids in the community draw on the sidewalk with sidewalk chalk and their families didn't get a letter about this; only we did. Keep in mind, this is Oregon, and it rains frequently and sidewalk chalk washes off easily. On February 11th 2012 I gave the Apartment Community Manager our 30-day notice via email. On February 13th 2012 The Manager confirmed via email she received our 30 day notice. Her email stated she would put a formal move-out notice on our door later that day, which never happened. On March 12th 2012 when I stopped by the apartment community to pick up my mail I noticed a 24-hour notice of inspection was posted on our apartment door after we had already moved out of the apartment. On March 19th 2012 I emailed the Manager to notify her we had forgotten to drop off our apartment key and mailbox key. She never contacted us for it. I also emailed her and asked if there was anything we needed to do to get the unit ready for the next tenant, such as cleaning issues, etc... and never received a reply from her. Was not aware of move-out procedures and we never received a final walk-through. On March 31st 2012 I received a Statement of Deposit in the mail, much to my surprise, saying we owe Cascade Summit Apartments $1,611.91 in move-out fees. On April 10th 2012 I mailed the Apartment Community Manager, a letter disputing the charges. On April 24th 2012 I received an email from the Assistant Manager confirming receipt of my letter to the Manager. The email said that Manager would be getting in touch with me in the next few days. I never heard back from the Manager. May, June, July and August passed with no communication from Cascade Summit. No invoices, no replies from the Manager. On September 1st 2012 I received a revised statement of deposit, dated 8-23-12. I never received a reply to my communications to the Manager on 3-19 or 4-10. No explanation of the revised amounts on the statement. On October 19th 2012 I wrote the Assistant Manager a letter stating we never heard back from the Manager concerning my letter in April. I don't think I, the customer, need to be the one riding the manager of the community to reply to her correspondence. I was also disputing discrepancies on the statement from 8-23-12. On December 1st 2012 I received a letter from the Assistant Manager (dated 11-20-12) explaining the $500 adjustment on the statement from 8-23-12. The adjustment was for the painting of the bedroom. I was still contesting the charges for garbage removal and the $109 for rent on March 11-13th. I included dated photos we took upon moving out showing we returned the apartment back to the complex in pretty great shape. If we did accidently leave trash in the unit, that's something that we would have been able to fix during the final walk-through that we never received. A week or two later we were at the Cascade Summit "Clubhouse" for a holiday function with some neighborhood friends and I verbally assured the Assistant Manager that I would mail in a payment and start paying down the amount we owed to Cascade Summit for their trash/server services. And just as I stated, I mailed in a payment to Cascade Summit the first week of January. On or around February 1st 2013 I received a surprise call from Columbia Recovery concerning a debt with Cascade Summit Apartments. They explained Cascade Summit mailed my payment I had made back to me and they were attempting to collect the outstanding balance that was forwarded on to them. A few days after this call took place, I received a letter dated 1-18-13 from Cascade Summit with my check returned to me, voided out. There are several problems with this. 1. We still haven't been able to get the final move out statement of deposit correct, and I have only ever received two statements from Cascade Summit requesting payment. One on March 31st 2012 which was grossly inaccurate, and one in August 2012. I never received any statements in September, October, November or December, let alone a corrected statement that reflects the issues outlined in this letter. 2. As I told the Assistant Manager I would at the end of December, even without an invoice, in good-faith I mailed in a payment the first part of January simply because I wanted to begin to put all of this behind me- even with the statement's inaccuracies simply because I was tired of arguing about it. Then they reject my payment and send me to collections. 3. I'm not sure if it s my job to babysit the Apartment Manager who for all purposes has ignored me. You see my documented attempts to communicate with the Manager but no communication from her to me. I was under the impression Simpson Property Management was running a business - and I encountered a series of failures: no final walk thru with me, no communication giving us a chance to resolve any pending move-out issues, no communication from the Apartment Manager even after two attempts (3-19, 4-10), and my account was sent to collections even though I specifically told the Assistant Manager I was going to make a payment and I did; even if not in full. We were almost residents at Cascade Summit for five years. During this time we never missed any rent payments, and our rent was NEVER late. I'd say that makes us a pretty good customer, wouldn't you agree? It s not a matter of trying to avoid paying any move-out fees or not being able to afford to pay the fees, but I do want, expect and am entitled to a correct statement, and have yet to receive one. In fact, I mailed Cascade Summit s parent company, Simpson Property Group a payment in-full after all of this occurred, with a letter and copies and photographs detailing my experiences at the property and they never even cashed my check or had the courtesy to write me back. Now I m having an attorney get involved which is also costly but that seems to be the only way to get these people to pay attention to me and take me seriously.
