Positives:
-Generally clean
-Somewhat friendly staff
-Maintenance was quick

Negatives:
-Used 70% of my security deposit to pay for routine maintenance
-Security guards constantly violate your civil rights (for real I started to file a civil rights complaint but I didnt have the time or energy to follow through)
-Office staff wouldnt cooperate when someone urinated on my door and tried to fight my roommate. The police attempted to get the video tape from them and the office told them to get a warrant!
-They charge you for damages outside of the building. Which could be done by anyone walking by.

Let me tell you the list goes on and on... The rental agencies in State College constantly violate the rights of students based on the fact that most students dont know their rights. Most students just let mommy and daddy write out the checks for whatever the apartment complex wants. It is out of control, but unfortunately unless you have a lot of time and money to pursue a legal battle than nothing is going to be done about it.

When renting in State College your best bet would be to find a small time rental agency or a private rental. Its the big-time companies that own 5-10 large properties that get away with all of this crap. Basically you just have to pick the lesser of the many evils.

oh yeah not to mention $1665 per month for a two bedroom apartment... to make it affordable you need 5 people! Trust me their units are not big enough for 5 college students. If you are going to do it think loft, a lot of lofts.
