I've lived in the Legends for 2 years, and I will be leaving soon. I'm fairly certain the HoA is out of cash. They recently decided to charge renters (NOT owners) $20/year for parking passes to "hire a private security firm", to deal with parking issues on the 115 side. Quite frankly, I have yet to see any security, and can't figure out why they would want to do that in the first place. Only the one side has parking restrictions, why not just make assigned parking? So, renters are beginning to pay for the services that the HoA is responsible to provide. Of course it goes without saying that renters (while funding the HoA) will receive no membership rights, nor will they receive any votes on future fees or taxes that will inevitably levied upon them. I tried to get my a parking pass today, and was going to ask for information regarding the HoA board members and their addresses, the alleged security firm that I'm now funding, and the HoA's financial situation (any member would have access to this info, and since I'm now funding their operations, I'd assume I'd have that same right)... but alas, the property management company High Tide Associates was not open during their regular hours of operation! I gave them 10 minutes until after they were supposed to open, but had to run to work. Anyway, long story short, don't rent from this place. It's apparent that the regime is about out of money. I saw 6 foreclosures/short-sales listed online today, so I'd imagine their monies are pretty bad off. What services are they going to cut back on to help their money shortage? HoA's are responsible for the roofs of these condos... suppose you're renting and your building needs a new roof, and the regime doesn't have the funds to fix it... you're screwed. As far as the last 2 years go, this place wasn't terrible. The property was usually fairly clean. The rules of the pool are not followed, and children will be screaming up until midnight during the summers. There are some 20-something neighbors who can be loud and drunk in the parking lots fairly late at night, but I never felt as though they were a "danger"... that's about it.
