The building has changed hands and the new owners are from Fla. and don't understand the make-up of Clarksville. It's been renovated to a degree but not all apartments are up to date. There are some shady dealings in the works, for example they are starting to charge for water. A flat rate, not what you really use. There are rumors of attorneys getting involved here.
