I have lived at warren apartments in Knoxville, TN for a couple of years. I moved here, despite the fact that the units are old and have problems associated with age and use, because it was cheaper than other complexes and offered a short drive to many businesses, the library, post office and was close to medical facilities. It was OK and I would have given it 3 stars until new management took over last year. With the new manager came a batch of new rules, most of which make little or no sense. I do not believe any of the reasons she gives for her rules. I believe that she just likes to boss people. She impresses me as being very insecure. Perhaps why she hired her, with the new manager came a negative attitude towards the tenets. Her first name is ex-husband as head of maintenance. Or so I am told he is her ex. Also Laurie. I don't know her last as it is unreadable on the notices with new rules and regs she sends out on seemingly a monthly basis. I have been in to see her twice concerning issues and she was curt, dismissive, seemingly detached and when she actually chose to comment on my complaint, condescending. I have learned it is best to leave her alone. Her latest rule is that we are not allowed to dry pool towels on the outside balconies. I have never heard of such a thing. We are suppose to dry our swim towels in our apartment where circulation is poor and the AC is running? Her written notice states that seeing drying towels draped over railings will discourage potential new tenets from renting here. On the contrary, I believe that what will discourage prospective tenants will be her look-what-the-cars-dragged-in personal appearance and her South American Dictator people skills. Some of the people here are flat out seedy and it didn't used to be that way. The office charges for, and is supposed to conduct background checks. But I wonder, considering who they let in. There are several indiviuals/families in which no one speaks any English. How do you run background checks on them? Also, after someone is admitted they are free to share their residence with whomever they choose without any questions being asked. We are supposed to have security guards patrolling at night to discourage delinquency. But in the time I have been here, I have only seen guards on patrol twice. I am told they sleep in their car. I sometime work late and after midnight it is not unusual to see obvious non residents in the parking lot hanging out by their vehicles. She certainly does not act in the best interests of her tenets. I know of no one here who likes her. In contrast, her predecessor, Kristi, was pleasant, smiling and seemed concerned about my comfort. I am surely sorry she left. We are surrounding by newer apartments with better facilities, but they are more expensive. I have looked into renting one of them and have found the management to be courteous, professional and willing to treat clients as adults. As soon as my lease expires I will shell out the extra $150/month and move out of, what some of us call, The Projects. The last straw came upon the announcement via handbill that our rent will go up in October. At the same time, I am told that the new tenets will have a reduction in the amount which the loyal present tenets are paying now. I am writing this in order to warn the reader about renting here at least under the present administration. I don't feel good about this and it is only written after a lot of personal debate. Bottom line is that if management doesn't not see fit to work on my behalf, I will be damned if I will work towards its behalf. To the person(s) responsible for creating this web site, THANK YOU.
