I'm a current resident of Chelsea Regent and am counting the days until my lease ends. The buildings and fixtures are old and leaky, even the "renovated units". There's a reason why they make you sign a mold addendum when you move in. The first day I moved into the apartment it stunk of mildew and mold, particularly in the carpet. I had to drench them in lysol for three days before the smell began to subside. The windows are poorly sealed, the first few really cold days here in Austin I woke up and couldn't see out of my windows because so much condensation had accumulated on the inside! The water has been turned off 3 times for extended periods of time for a variety of plumbing problems. Recently there was a rather large fire in one of the dumpsters. I haven't had any major problems with the management in general but the caliber of the residents here leaves much to be desired. If you're moving in as a student to be close to UT, just remember you get what you pay for.
