When I first moved in the Citadel, there was a complete atmosphere of being part of a community of homes. The staff was excellent at answering questions and concerns as well as keeping the grounds clean and highly presentable. Once the new owners took over and inserted their own people and, subsequently, removing the grounds maintenance Supervisor, Joe, the place turned into nothing more than a series of apartments. All of a sudden, additional fees started to miraculously appear without notice (though late charges would be conveniently placed on your door promptly and often erroneously). The grounds are no longer maintained to the high standards as they once were. The Main Office has staff members who are more interested in spewing the latest gossip than addressing important issues. The indoor pool has been closed down for a total time of close to a year since the new management took over. Though touting a "New Attitude," there seems to be less benefits now. Tenants are now being charged monthly fees of $5.00 for trash, a $1.25 fee for the company who manages the utility billing, and a distributed gas bill. I have not used my heat for the last two years and still my utility bill has gone from approximately $13, $16, $20, $50, and now $60. There is not individual apartment metering. So, basically, I am paying for other tenant's gas usage. The Citadel advertises amenities such as laundry rooms, but, when something goes wrong with any of the machines, you are left to fend for yourself. The previous management would handle this for you. Additionally and maybe coincidentally, vandalism and other small-level crime and nuissances seems to more prevalent since the new staff took over. Personally, I feel since the new management is more about squeezing out the last pennies from their tenants and, thus, loosely screening new tenants moving in, that is the reason for the rise in illegal activities. El Paso itself is a very nice living environment. The weather is excellent and the pace of society is moderately comfortable. Still, what used to be a home in The Citadel Apartments is now just another place to pay rent. That's terrible for one of the first major complexes in this area. Basically, under the new management, customer service is very poor. No "real" improvements have been made, but the lease and other fees increases higher and higher.
