I lived at Jackson Square Apartments from 2011 to 2014 while going to school. I'm not going to say that this complex is the most luxurious but it certain was serviceable and convenient.
I never had any concerns as far as safety. The grounds are well lit and the apartment complex is sandwiched between a church, a nursing home, and some more apartment complexes. One of the best parts about Jackson Square is it is right off of the 19th St./Quaker St. intersection that is near a Market Street and less than two miles away from TTU.
In the apartment itself, the only complaint I had were the windows. Mine were single-pane and would leak during snow and rain. Also beware of the stairs during winter because the staff does not salt the steps.
Overall, it was a pleasant place to live. Relatively cheap, quiet, and wifi included. (Note about the wifi: if you plan to stream videos at night, it may be best to set it to 480p since the complimentary internet is shared with your neighbors)
