For those with little discretion about where they live, it might be ok. And there are those who live a lot of noise, dysfunction and confusion - and it would be great for them. When I lived there several years ago there were many loud parties that the management rarely did anything about. There was also a car fire in the garage which is underneath the apartments. Not to mention the crane that fell on the building and killed the guy. we rarely heard from anyone in the front office. In fact, trying to find someone in the office even during regular hours was not easy. It's not exacatly a nice place to live. It's more like a cheap hotel with people always moving in and out.
