I've lived here for two years, and if I ever move back to Bellingham I will try to live here again. The apartments are very spacious and reasonably priced. There are no hidden fees, the neighbors are generally decent, the appliances are all in recent condition. The location is great, you're close to the Park and Ride, can drive to campus quickly (my roommate walked from campus in nice weather, but it's a pretty long trip), walk to get groceries, pizza, subway, etc. Parking can be tight if you have more than 2 cars, but there is plentiful street parking (I've never had trouble finding street parking). Maintenance requests are handled promptly - never have had to wait for more than a single business day to get things fixed. The owner (April) can be a little gruff, but she isn't out to take advantage of you and really wants the renters to be happy during their stay. The only thing I don't like is that people here can be unfriendly - even when there is parking, people will freak out if you or your guests park in their space - I've had friends cars blocked in, seen cars with liquid chalk writing (not nice either), and seen rather harsh notes. But, if you don't cause people problems they'll leave you alone.
