For steel and concrete construction, as well as sound attenuation, the Elektra is fine, however, to my knowledge, no unit has its own washer/dryer. In addition to there being only four washers and six dryers for over 200 units, the building is saturated with Air B&B's, which equates to most of the Air B&B owners having their staff wash bedding and towels, thus significantly eating up the laundry room's availability window. In addition to that issue, many of the short-term occupants of the Air B&B units, could care less about the noise they make in both the hallways and units, so there's a continuous violation of noise by-laws by this transient population. The concierge staff are very nice, professional and helpful though. In conclusion, I would never buy a unit at the Elektra.
