The Kelsey is actually clean and the units, while small, are nicely kept and freshly painted. There are times when the complex can seem unkept, but that's mostly due to the frequent partying and certain residents not respecting the complex as a whole (I'm looking at you, second floor, that keeps pulling the fire alarm). Maintenance responds promptly when they're notified and they haven't done a poor job yet. For example, some drunk people went and pulled out a bunch of potted plants at night and drug them around the first floor. Maintenance came in the next morning and cleaned it all up. The biggest problem is management whom often fails to respond to any inqueries and problems unless it's regarding leasing a unit. This is the reason why I've marked parking so low because I constantly called them for four months about signing my contract for a parking spot they were having me pay for without said contract signed, and when they finally did respond, they blamed me for not finishing the paperwork leaving me irritated voicemails. Reaching the "building manager" is easier and she's quite prompt and nice, she took care of any loud parties or parking problems when my roommates and I called-- but I put the title in quotation marks as it's rumored that she isn't actually authorized to BE a building manager. So to top off the unresponsive management, they're also having someone hand out fines and tow cars who isn't legally authorized to do so. With better managers, this place would actually be fairly good for students living in the U District.
